Boards & Commissions

The County of Orange is looking for passionate individuals to serve on a variety of County Boards, Commissions, and Committees. Anyone who is interested and meets the qualifications is encouraged to apply.

A brief description of each vacant board or commission is included below. Some have specific qualifications but, in general, all applicants must be registered to vote in Orange County and reside in the Second District, which includes the city of Santa Ana and portions of Anaheim, Orange, Tustin, and Garden Grove, as well as portions of unincorporated North Tustin.

CAMPAIGN FINANCE & ETHICS

The Commission shall have responsibility for the impartial and effective administration and implementation of the provisions of the County Campaign Reform Ordinance, Lobbyist Registration and Reporting Ordinance, the Gift Ban Ordinance, and Sections 6 and 9 of the Code of Ethics. Cannot be an elected official, lobbyist, or serve on a political party’s body.

ASSESSMENT APPEALS BOARD

To hear property value disputes. Sits as the County Board of Equalization.

Must be an Attorney, CPA Public Accountant, Real Estate Broker, or Appraiser who is licensed/certified within the State of California for a period of at least 5 years. Must maintain qualifications through the term of office.

EMERGENCY MEDICAL CARE COMMITTEE

Advisory to the Board of Supervisors and the Health Care Agency Emergency Medical Services (HCA/EMS) Program on all matters relating to emergency medical care in the County.

ORANGE COUNTY BEHAVIORAL HEALTH ADVISORY BOARD

To advise the Board of Supervisors and the Director of Behavioral Health as to any aspect of the local behavioral health program and to perform other duties mandated by state law.

ORANGE COUNTY CEMETERY DISTRICT

Official Governing Board for Cemetery District with the mission to manage and maintain Orange County's public cemeteries in a manner that preserves their beauty, dignity, and historical and cultural values and offers affordable interment services for County residents. Oversees Anaheim Cemetery, Santa Ana Cemetery, and El Toro Memorial Park.

ORANGE COUNTY IN-HOME SUPPORTIVE SERVICES (IHSS) ADVISORY COMMITTEE

To submit recommendations to the County Board of Supervisors on the preferred mode or modes of services to be utilized in the county for the In-Home Supportive Services Program. Also, to provide ongoing advice and recommendations to the Board of Supervisors regarding In-Home Supportive Services Program

ORANGE COUNTY VETERANS ADVISORY COUNCIL

Advise the Board on issues important to Orange County's veterans; promote equal economic opportunity in health, housing, education, and employment for veterans; promote the protection of dignity and integrity of veterans; keep abreast of legislation affecting veterans; and promote equal justice before the U.S. Department of Veterans Affairs.

ORANGE COUNTY WORKFORCE DEVELOPMENT BOARD

WIA, Section 106 (Current Bylaws say pursuant to section 106 of the Workforce Innovation and Opportunity Act of 2014 (WIOA)) states: The purpose of this subtitle is to provide workforce investment activities, through statewide and local workforce investment systems, that increase the employment, retention, and earnings of participants, and increase Boards, Committees, and Commissions Expirations Boards, Committees and Commissions Expirations.html[12/6/2022 2:21:30 PM] occupational skill attainment by participants, and, as a result, improve the quality of the workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the nation.

CALOPTIMA 

The Member Advisory Committee (MAC) has 15 voting members, each representing a group of CalOptima Health members or stakeholders. These include adult beneficiaries, children, consumers, family support, foster children, long-term care representatives, Medi-Cal beneficiaries, medically indigent persons, Orange County Health Care Agency, Orange County Social Services Agency, people with disabilities, people with mental illness, people with special needs, recipients of CalWORKs and seniors.

Whole-Child Model Family Advisory Committee Seats

The Whole-Child Model Family Advisory Committee (WCM FAC) will support CalOptima Health’s work to incorporate California Children’s Services (CCS) into Medi-Cal managed care. The goal of the transition is an improved healthcare experience for children who have complex needs. The committee includes up to nine family representatives and up to four seats for representatives from organizations that serve children with CCS conditions. The transition to the WCM occurred on July 1, 2019.

Provider Advisory Committee Seats

The Provider Advisory Committee (PAC) has 15 voting members, each representing an essential component of the health care delivery system. CalOptima Health doesn’t serve our members alone, and we rely on this diverse community of provider partners. The PAC includes seats for allied health services providers, behavioral/mental health providers, community health centers, health networks, hospitals, long-term services and support providers, nurses, non-physician medical practitioners, physicians, pharmacists, safety net providers, and a representative from the Orange County Health Care Agency.

ORANGE COUNTY TRANSPORTATION AUTHORITY

The Citizens Advisory Committee (CAC) actively participates in helping examine traffic solutions, providing input to OCTA’s transportation studies, and communicating with their constituencies. During the year, committee members are asked to participate in roundtable discussions and hear special presentations on various transportation projects, programs, and services.

Accessible Transit Advisory Committee (ATAC) advises OCTA about issues that relate to OCTA fixed-route transit and paratransit services for customers with special transportation needs. The Accessible Transit Advisory Committee was originally formed in 1992 in response to the Americans with Disabilities Act and formalized the predecessor “504 Committee.”

The Taxpayer Oversight Committee (TOC) is an independent committee formed after the passage of Measure M in 1990. The committee upholds the integrity of the measure by monitoring the use of OC Go (formerly Measure M) funds and ensuring that all revenue collected from OC Go is spent on voter-approved transportation projects.
